Ann Orr Designated PBGC Acting Director

Ann Y. Orr has been named to serve as the Acting Director of the Pension Benefit Guaranty Corporation (PBGC). 

Orr has been named to fill the office that had been held by Gordon Hartogensis. His five-year term as PBGC Director ended on April 30, 2024. 

Orr is not new at the PBGC. She served as the PBGC Chief Policy Officer since June 2021. In that capacity, she performed oversight of (1) the coordination of policy development, research, and legislative affairs, and (2) agency communications and interactions with PBGC stakeholders. When she was named to that office, then-PBGC Director Hartogensis hailed her for bringing “a wealth of agency knowledge and experience to our mission of protecting the retirement security of millions of Americans."

She also was PBGC Chief of Staff from 2011 to 2019; in that capacity, she helped manage top agency priorities and provided strategic advice to the director and agency officials. Orr also served as liaison to the Board of Directors, White House officials, and Congress.

Outside the PBGC, from 2019 to 2021, Orr served as the acting director of the Center for Presidential Transition at the Partnership for Public Service, a nonpartisan source of information and resources designed to help presidential candidates and their teams lay the groundwork for a new administration and incumbent presidents prepare for a second term.

Orr also has served as Chief of Staff at the National Endowment for the Humanities. She also was a staff member of the Senate Health, Education, Labor, and Pensions Committee for 10 years; in that capacity she aided in efforts to enact legislation concerning elementary, secondary, and vocational education.

Orr also has served as the executive director of two private-sector foundations: the National Association of Broadcasters Education Foundation and The National Trust for the Humanities. 

With Orr’s move to Acting PBGC Director, PBGC Deputy Chief Policy Officer Michael Rae will fill Orr’s erstwhile role as PBGC Chief Policy Officer.
