The long awaited update to the IRS Employee Plans Compliance Resolution System (EPCRS) is finally out. As promised, EPCRS now includes new rules for 403(b) plan corrections.  These new procedures are effective April 1, 2013, so now is the time to get up to date. ASPPA Members
The webcast is designed to offer registrants 2 ASPPA CE credits.

Enrolled Actuaries
The webcast is designed to offer registrants 2 JBEA CE credits for Enrolled Actuaries. The final decision as to the number and type of JBEA credits rests solely with the Joint Board for the Enrollment of Actuaries.

Enrolled Retirement Plan Agent (ERPA) 
The webcast is designed to offer registrants 2 ERPA CE credits. The final decision as to the number of ERPA credits rests solely with the Internal Revenue Service.

Continuing Education Changes for RECORDED Webcast Attendees
Once registered, attendees will receive a confirmation letter directing them to the “Access Recorded Webcasts” page with a link to the WebEx OnDemand Center. Each registered viewer will be tracked when they log in with their name and email address. The webcast link will expire once the attendee has satisfied the CE requirement. CE credits will be applied to their record on a periodic basis and a certificate of attendance will be available on each attendee's My ASPPA page.

ABOUT THE SPEAKERS

Bruce L. Ashton, Esq., APM
Bruce is a partner in the Employee Benefits & Executive Compensation Practice Group of the national law firm of Drinker Biddle & Reath, LLP. His practice focuses on all aspects of employee benefits issues, including representing public and private sector plans and their sponsors, negotiating the resolution of plan qualification issues under IRS remedial correction programs, advising and defending fiduciaries on their obligations and liabilities, structuring qualified plans, non-qualified deferred compensation arrangements and health care arrangements and representing plan service providers (including RIAs, independent record-keepers, third party administrators, broker-dealers and insurance companies) in fulfilling their obligations under ERISA. Combining his employee benefits and transactional expertise, Bruce is also active in the installation and funding of employee stock ownership plans (ESOPs).

Bruce served as President of the American Society of Pension Professionals and Actuaries (ASPPA) for the 2003-2004 term. From 1998 through 2002, he served as Co-Chair of ASPPA’s Government Affairs Committee and was a Member of its board of directors from 1997 to 2007. He was a member of the Board of Directors of the American Academy of Actuaries during 2003-2004, was the President of the Western Pension & Benefits Conference Los Angeles Chapter from 2008-2009, and currently serves as a Member of the leadership counsel of the National Tax Sheltered Accounts Association (NTSAA). He will serve as President of NTSAA during the 2013-2014 term.

Avaneesh K. Bhagat
Avaneesh is a Program Coordinator for the IRS' Employee Plans Voluntary Compliance Program. His responsibilities include assisting with the resolution of applications made under VCP, assisting with the development of the revenue procedure relating to the correction programs for qualified plans, providing information on correction programs, and responding to inquiries relating to plan corrections and potential VCP applications. Avaneesh has worked with the examination, determination letter and voluntary compliance functions of the IRS' Employee Plans Division since 1988.
