Top heavy plans pose unique challenges and raise complicated issues. Designing a plan correctly and in compliance with laws and regulations, and conducting the necessary testing are among them.

This webcast will show you how to manage employer expectations, as well as the correction concepts for top heavy plans. It will use a case study approach to discuss aggregation aggravation and merger issues. It will address how rescinding deferrals is not a way to avoid top heavy allocation, how to determine who a key employee or a former key employee is and the seeming shell game of determining under which bucket the top heavy allocation is satisfied.

ABOUT THE SPEAKER

William C. Grossman, ERPA, QPA, GFS, APA is the Director of Education and Communications with McKay Hochman. Bill has been with McKay Hochman for over 12 years, during which he has been a senior consultant and an instructor for the firm and the editor of McKay Hochman’s client newsletters, Prototype Plan News, 403(b) Perspectives, and Retirement Plan News. Bill is the primary author of most of the mhco.com website articles, and the E-mail Alert. Bill’s articles have been published in The ASPPA Journal, and are regularly published in the Benefitslink.com and the 401khelpcenter.com.

Bill is one of the co-chairs of the 2014 ASPPA Annual Conference Committee. Bill has served as co-chair of the ERPA Conference, on the NIPA NAFE Conference Committee and as co-chair of the ASPPA Journal, now known as Plan Consultant Magazine. Bill regularly presents at ASPPA and NIPA Conferences, Chapters, and Webcasts and offers over 40 different webcasts on a recurring basis.   

Prior to McKay Hochman, Mr. Grossman’s background includes having been Director of 401(k) Training for a major record keeper, and over 20 years in a large bank where Bill was responsible for a $1 billion small retirement plan and IRA business. 

Mr. Grossman has a BA from New Jersey City University, an MBA from Fairleigh Dickinson and a High School Teacher’s License in Social Studies. He is a graduate of the American Institute of Banking in New York City, where he then taught at night for over 15 years. 

He earned ASPPA’s Qualified Plan Administrator (QPA) designation in 2003. In June 2009, Bill was enrolled to practice before the IRS as an Enrolled Retirement Plan Agent (ERPA). In March 2013, Bill earned the Global Fiduciary Strategist designation. In September 2013, Bill earned NIPA’s Accredited Pension Administrator designation.
