On June 28, 2013, the IRS will begin accepting 403(b) prototype and volume submitter plan submissions under a new 403(b) program.  Join our panel for a discussion of IRS considerations in developing this new guidance, the criteria for being a 403(b) prototype or volume submitter plan, the role of the prototype or volume submitter plan filer, and administrative implications of these new plan documents.

ABOUT THE SPEAKERS

Carol Gransee
Carol Gransee manages the compliance issues for a broad array of defined contribution and individually owned retirement plans for OppenheimerFunds, including IRA, 403(b) and 401(k) plans. Ms. Gransee joined the firm in 1992 as Manager of the Retirement Plans department and was promoted to Assistant Vice President in 1995.

Ms. Gransee has more than 28 years’ experience working in the retirement plans market and speaks frequently at conferences on a variety of technical retirement issues. She represents OppenheimerFunds on the National Investment Company Service Association (NICSA) committee on Retirement Plans, the Investment Company Institute’s (ICI) Pension Operations Committee and their 403(b) Working Group, the National Tax Sheltered Accounts Association (NTSAA) Education and 403(b) Fee Disclosure Working Group sub committees, and the SPARK Institute’s 403(b) Task Force.  She is also a member of the IRS 403(b) Industry Liaison Group that assisted the industry in the implementation of the new 403(b) regulations. 

Prior to joining OppenheimerFunds, Carol spent 8 years at Great West Life working in the tax-exempt services area.  Her experience there included a concentration in responding to RFPs for 403(b), 457 and qualified plans.  

Ms. Gransee is a registered principal and received a Bachelor’s degree from the University of Colorado.  She is also a Charted Retirement Plans Counselor® (CRPC) and a Chartered Retirement Plans Specialist® (CPRS). 

James P. Flannery
Jim Flannery is a tax law specialist in the Employee Plans Division of the Internal Revenue Service.  Jim has worked on a number of guidance projects related to section 401(a) plans since he joined Employee Plans in 1982 and most recently worked on the development of the pre-approved plan program for section 403(b) plans.

Aimee Nash
Aimee Nash is the Senior Writer/Analyst at Wolters Kluwer Law & Business on the ftwilliam.com portfolio and has been at ftwilliam.com for over 5 years. She was the primary drafter of the pre-approved defined contribution plan mass submitter documents for the PPA cycle as well as ftwilliam's 403(b), nonqualified and Welfare plan documents. She is a member of ASPPA's Tax Exempt and Governmental Plans Committee. Aimee received her Bachelors of Science in Biochemistry and her J.D. (cum laude) from the University of Wisconsin - Madison. She also served in the US Peace Corps in Tanzania and regularly speaks on and writes about retirement and welfare plan issues.

Linda Segal Blinn, JD*
Linda leads ING U.S.'s Technical Services Department within Tax-Exempt Markets of the Retirement business.  A magna cum laude graduate of Brown University and New York University School of Law, Linda provides general legislative, regulatory, and compliance information to assist education, non-profit and governmental employers in operating their retirement plans.  Her expertise includes administering and designing defined contribution plans in conformance with the Internal Revenue Code and ERISA.  A member of the Education Committee of the National Tax Sheltered Account Association (NTSAA), Linda writes and speaks often on the regulations governing defined contribution retirement plans, including authoring articles for the NTSAA Market Beat and for Plan Sponsor.
